KINGSTON, Jamaica — In a major development for public sector workers, the Ministry of Finance and the Public Service, along with the Jamaica Confederation of Trade Unions (JCTU), has successfully concluded negotiations on key items related to the implementation of the new public service compensation structure. The agreement, formalized through a Heads of Agreement signed on Thursday by Minister of Finance Dr. Nigel Clarke, marks the end of this round of negotiations.
This agreement follows the compensation restructuring agreement initiated two years ago, which was designed to be implemented over the 2022/23 – 2024/25 period. It addresses several important elements, including compensation for extra hours worked and other conditions of service for public sector employees.
In a statement on Friday, the Ministry of Finance emphasized the significance of this agreement as part of a broader effort to modernize and improve the working conditions of public servants. Dr. Clarke expressed his gratitude to the JCTU for its determined leadership and collaborative approach during the negotiations.
“Though these negotiations have required many rounds of discussions which have taken many months, and have been challenging and difficult at times, they have always been conducted professionally and respectfully,” said Dr. Clarke. He further highlighted the determination and solution-focused mindset displayed by both parties, stating, “This process has again shown our capacity as Jamaicans to continually improve our country through social dialogue, a capacity that is institutionalised in our structures and systems that will serve Jamaica for decades to come.”
Dr. Clarke extended special thanks to JCTU President St Patrice Ennis, as well as the vice presidents and board members, for their leadership. He also acknowledged the contributions of his own team, including State Minister Zavia Mayne, Financial Secretary Darlene Morrison, Deputy Financial Secretary Wayne Jones, Maria Thompson Walters from the ministry’s Transformation Unit, and other members of the negotiation team.
The JCTU also shared its appreciation for those involved in the process, commending Dr. Clarke’s commitment and leadership. “We wish to extend our deepest gratitude to the Minister of Finance and the Public Service, Dr. the Honourable Nigel Clarke, for his commitment, determination, and exemplary leadership throughout the negotiations,” the JCTU said. Special recognition was also given to Deputy Financial Secretary Wayne Jones for his resilience and key role in reaching a successful conclusion.
“The staff of the Ministry of Finance and the Public Service also deserve commendation for their hard work and commitment during these extended negotiations,” added the JCTU. “It took tremendous resolve, compromise, and teamwork to bring us to this point. While the journey was difficult, the JCTU believes that the outcome is in the best interest of the country and the public sector workforce.”
